Dr Goh Keng Swee, Minister for Finance conceived the idea of building the bird park in Jurong in 1968, when he saw the zoological Garden in Rio De Jenario during a World Bank Meeting there. J. Toovey, the Zoo Architect of the Zoological Society of London was invited to do the groundwork for the park and give his valuable suggestions. the Western slope of Jurong Hill (Bukit Hill) was selected for the Jurong Bird Park Singapore.

The efforts of Dr. Swee turned into reality on 3rd January 1971 when the park was opened for the public. Built at the cost of $ 3.5 million over 20.2 hectare of area, Jurong Bird Park Singapore is the largest in the Asia Pacific Region. When the park was still under construction, the officials of the park urges the foreign diplomats and dignitaries in Singapore to contribute birds from their countries for the park, which saw a positive response.
